Why does the Norton Info Bar drop down under other "bars"?

Concerning the Norton Identity Safe Toolbars; Specifically the Info Bar.

 

It would seem there is screen real estate on the right half of the Norton Toolbar to accommodate the Info Bar and all the selections it asks. To be honest, where a user has more than one login to a particular web page we do not need the Info Bar, just a location to click to select from a drop down of the available logins. It appears there is an option named "Open Fill Assistant," but clicking on it does nothing. If we select Ignore for the Info Bar, then we have access only from the drop down NIS through Vault is Open icon. This does not always provide the desired login credential needed under The Current Site heading.

 

One thing about these features that is disturbingly annoying, in both IE and GC probably FF also, is that the Information Bar drops down the page I am attempting to log into downwards the height of the Info Bar. This is annoying as not all pages can be auto filled and submitted just for the reasons I indicate here, especially after changing the global university password, which means I have to edit a handful of Norton Identity Safe Vault passwords (or end up locking our my user accounts for a day), as required twice a semester.

 

For some websites this is no problem. For the university login that I use it does me no good...as the login redirects to a different university purpose page; one that Norton presumably identifies as a "The Current Site". The university uses the same login credentials for a handful of access points, Blackboard, Student Account, Student email, Library, etc...BUT each one has its own launch page that a user must log in at. Disabling the Info Bar eliminates particular site selection and force a user to select from those under Vault is Open, yet the desired access point presented by "The Current Site" is not always picked up and presented in top half of the Vault is Open drop down selection menu.

 

For example attempting to log into the Blackboard access point Norton redirects to the Student Account log in page when I use the main drop down under Vault is Open - The Current Site. This does not happen when I leave the Information Bar enabled. That is, the Info Bar does present the desired selections. Yet the Info Bar drops the visible screen image down, which is annoying.

 

It is futile in attempting to place the Norton Toolbar on the same level as the IE Menu Bar. It just does not stick. Then preferably the Info Bar can be located on the right side of the Norton Toolbar, or at least share a capability to manually place it where it suits the end user as many other IE toolbars do.

 

In Google Chrome...there is no such apparent "toolbar" position available. If we select "Hide Toolbar for this page", we give up access to readily selecting the Vault is Open features, which is a problem for some peculiar login pages as described above. Recall that Auto Fill and Auto Submit are not always desirable settings especially when multiple accounts are held with a particular web page or grouping of web pages, such as university logins.

 

An alternative would be for this Info Bar to drop down as it does, yet do so as many Auto Hide bars do without disturbing the main screen image. Yet it still occupies valuable screen real estate, just under a 1/2" of the available ~11 1/2" of my screen height...just under 5% of screen height, but every time a new "bar" is added, even if dynamically,  there goes another ~5% of usable screen height, not to mention the screen image dropping up and down.

 

Just a portion of my rambling thoughts for improving the end user experience.
