Why is Norton blocking third party VPN software

I have noticed that Norton has suddenly started to block third-party VPN I cannot update any software or complete a scan unless I disable VPN and it will work. This is particularly unfair to customers who don’t use your VPN and use a third-party VPN provider.

Disable the Norton VPN service in system services as shown in this other suggestion posted in another thread. The service will automatically load with Windows although the Norton VPN will not be “activated” as if it were being used. Please post back your results with a retest of your issue.

Norton VPN is not enabled.

So you have the Norton VPN service, disabled in Windows services as shown below? Just trying to make sure I am understanding correctly.
