Norton 360 v22.x or v24.x ?
Please run Norton LiveUpdate + Restart (not Shut down) machine.
Please review Norton settings to your preference.
Norton 360 v22.x default install has functions - you may not want.
for example:
Please review Norton setting - to your preference.
Norton initial default install may take a day - with some machine idle time - to settle down.
Norton initial default install may require run LiveUpdate + machine Restart (not Shut down) a few times… to be up-to-date.
After Norton 360 install. And no more product/protection updates.
Review settings to your preference and run Full Scan and run Norton Insight and Diagnostic Report.
