I have recently updated my Norton to 360 Premium but like before Opera is not supported in their list of "Browsers".
https://community.norton.com/en/users/bjm Has probably given the best solution although it may be a little vague, follow these steps like I have done and we will see if it is a true solution to part of the "Norton Support for Opera"!
I am using Opera Version:62. As suggested in this thread, Step 1: Download and install Chrome add on for Opera (made by Opera) Chrome Extension Install add on Step 2: Go to Chrome Web Store and search for Norton Step 3: Add the extentions to Opera you want.
Let me know if this helps, I have currently done this on my Opera browser and will report back if I run into problems after I have tried it for awhile!

For AntiSpam in Thunderbird, you only need to create a message rule in TB to move anything with "[Norton AntiSpam]" in the title to the Junk Folder. Opera will likely never be supported as its market share is quite small.
