Will Norton Utilities work on its own?

I'm thinking of buying Norton Utilities but have a few questions. 

1)  Is this an ongoing product or does it need renewing and paying for every year?

2) If I uninstall and reinstall Norton Security (as I do sometimes for various reasons), do I need to uninstall and reinstall Norton Utilities as well or can I just leave it on the computer?

3)  If I uninstall Norton Security and leave Norton Utilities on, will Norton Utilities work on its own, or does it need a Norton antivirus product (eg Norton Security) for it to be able to work (if I ever need to leave Norton Security off for some reason - eg if it's expired and I haven't used a particular laptop for a while)?
