I have uninstalled Norton Internet Security and used the Removal only part of Norton Removal and Reinstallation Tool(though apparently this does not remove all traces of Norton!).
Doing a manual update of Windows still leaves me with version 1511, running Windows 100 update assistant gets to 93% stops and re-installs version 1511. I believe there are some residual Norton files on my system which is preventing a Windows update. I have done manual searches for files and cleaned out registry with Registry First Aid. Short of doing a clean re-install of Windows 10 I am stuck.
I suspect you may be right in it being corruption or bad hardware. I've been stuck on version 1511 for a year now and every time I try an update it installs to 93% and then restores previous version of windows. Doing a manual update check does not download anything and says I have the latest version installed. Any advice would be welcome.
Could have some sort of corruption or bad hardware going on. Should check the hardware first, let me know if you want to do that and I can help you run some tests.
It is unlikely that Norton was blocking installation, and if you are still having problems after uninstalling Norton, that would tend to confirm that the issue lies elsewhere. There are a host of things that will cause Windows Update to fail, and a Google search will turn up lots of troubleshooting suggestions. I think you have ruled out Norton as an cause by uninstalling it.
