Windows 7 64 bit, service center reports firewall and antivirus off, I have Internet Security 2012

I have Windows 7 64 bit and the latest Internet Security 2012.  I have run both live update and updated the program.  On every bootup the service center and my Windows Home server console reports Antivirus and Firewall is off, but Norton is all green and everything is enabled. 

 

I have tried uninstalling, reboot, run Norton removal tool, reboot, run Norton removal tool again, reboot.  Then I reinstalled Norton Internet security 2012.  Everything is good, until reboot and then security center shows Norton is off again. 

 

I have tried a run command and typing regsvr32 /u WMIUTILS.DLL and reboot and run command again.  I have also tried running the command to check my consistency and it is consistent.  I'm not sure what that command was but it was one of the solutions on the forum. 

 

I have also set windows security center to delayed start. 

 

The only thing that makes it clear and go green is removing and reinstalling the product.  Also if I toggle Norton antivirus and Firewall off and back on, then the problem clears and security center and windows home server console report it is on. 

 

I have no other antivirus software programs and Windows firewall and Windows defender is off, as they should be.

sometimes Windows Security Center stop recognizing the antivirus products. This what you should try:
1. Go to Control Panel -> Administrative tools
2. Open Services
3. Find Windows Managament Instrumentation on the list, ans stop this service (right click on it)
4. Find the Security Center service, and stop is as well.
5. Go to c:\windows\system32\wbem\repository ans delete this subdirectory ONLY
6. Close everything and reboot your PC (maybe you need to boot twice).

This will rebuild the deleted folder and the database. Once restarted, Windows Security Center should show the correct info and the security product should now be recoginized.
