Windows 8.1 Action Center reports "Windows Firewall and Norton 360 Premier Edition are both turned off"

Situation: Upon first powering on the computer, Windows 8.1 Enterprise Action Center reports "Windows Firewall and Norton 360 Premier Edition are both turned off" (Both-turned-off.pdf attached).

Manual steps taken to resolve this issue:

1)  Disable Norton Smart Firewall for 15 minutes (Turn-off-15-minutes.pdf attached).

2)  In Action Center, the message changes to "Norton 360 Premier Edition is turned off" (Norton-360-turned-off.pdf attached).

3)  In Action Center, click "Turn on now".

Notes:

a) Norton Autofix does not find any issues with the Norton 360 Premier installation (Norton-Autofix-did-not-find-any-issues.pdf attached).

b)  From an elevated command prompt, winmgmt /verifyrepository returns "WMI repository is consistent".
