Windows 8 Says Firewall and AntiSpyware isn't on, and I can't do anything about it?

Hello, I am running Windows 8 on my laptop, and I just noticed a Solve PC Issues error report. It says that Firewall and Antispyware is off. I clicked Norton to be on for both of them, but nothing happened. I tried multiple times. I am starting to get worried. Any ideas?

It seems that the Action Centre no longer has a problem, and says Norton Firewall and Anti-Spyware is turned on. I haven't done anything to it, either. Coincientally it's back  to normal, but who knows, it may revert to what it was.
