Windows malicious software removal problem

After running the most recent updates for Microsoft windows 7 64bit updates will no longer function. I'm using Norton Security Suite. Did a deep scan and found nothing. Windows update doesn't start and neither does Background Intelligent Transfer Service. A computer professional came and did a separate deep scan with another software and found nothing. The computer was restored to 11/11/2014 before the problem occurred. He did a clean removal of Norton, then reinstalled it and everything worked. Then I tried to install the latest updates again. Everything was going fine until update 7 of 22. This update is to windows malicious software removal tool. While that update was going on a popup from Norton said that a Trojan gen.2 was detected. The updates continued. Then a popup came saying Norton had identified Suspicious. Cloud. 9 with options to fix. I rebooted the computer and the updates seemed to finish installing. Then the popup about Suspicious . Cloud.9. came back and I clicked on fix and Norton said it was fixed. Then windows update stopped working with exactly the same situation as before. Another deep scan finds no virus. It seems strange to me that 2 separate programs found no virus, then one suddenly appears precisely while an update is going on that involves malicious software and their signatures and now updates doesn't work again. Is there a conflict between Norton and the latest windows update? This is very frustrating. If I restore to 11/11/14 again do I have to wipe Norton clean and reinstall it? If I update windows it will probably happen again. Any help?
