Windows Media Center

I recently purchased the TV Wonder Digital Cable Card Tuner from Dell.  I also got a digital cable card from Verizon.  I have had problems getting it to work.  I was told that I needed to remove Norton Internet Security and any third party firewalls, which I did.  I then was told to use Windows Firewall, which I did and made sure that it was working.  I got it to work without a problem.  When I rebooted, the card was avaiable and when I selected to watch TV it would take about 20 seconds and I was watching TV.

I have Norton Internet Secuirty 2009 and I have it set up with parental controls.  I also have read on-line that certain program need to be allowed in order for the card to work correctly.  I have added those programs to the program group.  It will eventually work.

I have discovered that after my computer reboots, it takes over 15 minutes before I am able to watch TV on the card.  My question is why does it take 15 minutes before I can watch TV, when with Microsoft Windows Firewall, I can watch it immediately?

15 minutes to wait for TV is way unacceptable.  Is there anyway of being able to speed that time up?
