Dick, the only one I haven't tried is Superantivirus free version, I'll give it a go and no I haven't run any of them in safe mode.

This could happen due to the WMI Repository getting corrupted.
Here's the command to recreate it..
Open Command Prompt and type the following commands one after the other (Hit Enter after each command)
net stop winmgmt
CD C:\windows\system32\wbem
rename repository repository.old
net start winmgmt
Close Command prompt and restart the computer

You need to open the command prompt by right-clicking on it and selecting "Run as administrator" even if you already are logged in as such.

I've seen this on some other threads lately, and there's a manual process for deleting the Repository (which will automatically be recreated as a clean copy the next time WMI engages) that might help. Let me go get that (and recheck this thread to make sure it isn't among the things you've already tried!) and I'll be right back....
OK, unfortunately, what I was going to suggest looks like what Bombastus suggested back on 26 August. Now, I do see a little hope here--because you said that looked promising until the reboot, but that the problem came back then. So I've noticed that what Bombastus offered last month was really a two-step process...of which you performed the first step, and we then started exploring this malware possibility and running all the cleaners, and never came back to Bombastus' second step: reinstalling Norton.
So, if you want to chase this a little bit longer, here's what I suggest: go back to Bombastus' procedure (26 Aug @ 2:11 PM) on page 2 of this thread and do that again. Then, before restarting your computer, uninstall Norton/run the Norton Removal Tool (be sure to read all the cautions, and record your Product Key, before running the Norton Removal Tool, especially if you know you have other Norton products installed--as it will remove them all).
Finally, reboot your computer, reinstall your Norton product--and let us know what happens.

Understood; you should be fine, though, for the short time you'll be unprotected. The worst case would be that there is malware on your machine, and it goes on a field day once Norton is gone--but frankly, if you did have a "nastie" sophisticated enough to have thwarted all the tools you've already thrown at it without even being detected, it would have gone on its field day a long time ago.
So the odds at this point strongly favor you having some kind of "plain vanilla" software conflict, not a virus, and the "one-two punch" of regenerating a clean Repository and then installing a clean Norton seems like the best bet at this stage.
Just want to check something before I start, I never run any of the anti virus software in safe mode, should try that first?
Well, I'm not certain you can run those in Safe Mode...but I can't see it hurting: worst that should happen is it won't run. So go ahead and give Power Eraser a try in Safe Mode if you want, and see what it does. Then as long as it comes up clean again, run through the manual process for regenerating the Repository, and finish off with the Remove and Reinstall Tool.
And let us know what happens with Power Eraser in Safe Mode: I'm curious
