Windows shows smart firewall is off

I don’t believe the smart firewall is actually off as Norton 360 does not show it as being off. But according to Windows, every time I reboot the PC, there is a red flag on the action center icon stating that there is no firewall running. If I attempt to use Windows to turn on the firewall, nothing happens. However, if I disable the smart firewall in Norton momentarily, & then turn it right back on, the error message is gone and Win shows the firewall as running. So I’m guessing this is a Windows issue?

OS is 7 32 Home Premium.

This started right after a sizeable update to Norton earlier this week after which I had to reboot. Anyone else experiencing this? My Wife runs Norton on her lappy (Win 8.1 64 Pro) & this problem did not show up on hers.

Any thoughts would be appreciated.
