Windows10 Update Security and Privacy Settings

Hi, I hope someone can help me.  I keep getting a message about Windows 10 Security and Privacy settings, telling me to open my privacy settings.  This message freezes my computer no matter what programme I am in.  Can anyone tell me how to stop these messages.   I tried deleting it from the control panel, but it comes back whenever I get that pop-up message.  I know it has to be a scam or something.  

Any help would be appreciated as this has been going on for at least 2 months.

After the Windows 10 popup, my computer freezes even when I am in the middle of an email or on a website.  I have to trun it off manually. After waiting a couple of minutes I turn my computer back on again, and go into control panel and delete Windows 10 Security and Privacy Settings Update.  A few days later the same thing happens.  Someone told me not to open it as it will create more problems.
