Yet Another High Performance Alerts from "winrscmde" in "svchost.exe"

So the other day I noticed my computer running slow so I did the basics.... run run norton scan and a file cleanup. After there was still something using up my CPU and eating away ram so I checked my processes and found a "svchost.exe *32" with a discription of "winrsmde". The svchost.exe file that is causing the problems is located in C:\Windows rather than  C:\Windows/System32 and it's creation date is 5 Dec 12 so this appeared recently. I'm runnig windows 7 x32.

 

 It's slowed my computer to the point of blue screen crash a few times. Currently it's not using any cpu but it is soaking up 1.5 Megs of RAM.  I found a lot of processes on different websites to remove the problem but I want to do this right. That and I know just enough about computers to really do some seriuos damage if I did this solo. Quads I know your busy man but if you got time can you help me out?
