Would you have a look at this Norton Document on their website:
Error: "LU9000" when running LiveUpdate
and click on the (+) to expand against VISTA.
Does it look from that as if the technicians you had on chat did that sort of operation?
If not I'd suggest you follow the procedure carefully after backing up your system since there's a lot of deleting going on.
I've not done the procedure myself so far as I can remember but reading it there may be one assumption in:
4 Click Indexed Locations and select C drive from the drop-down list.
and that is that you have not disabled Indexing on your hard drive -- some of us do that to save system resources. But try what they say and if you don't find the location then try again on wider than Indexed Locations -- I'm not in VISTA at the moment so I can't check.
I'll flag your problem for one of the Norton Staffers (names in red) in view of your lengthy history with Norton support on line.
I'm using Norton 360 2.0 on two computers: Windows XP desktop and Windows Vista (32-bit) laptop. I have no problems on the XP machine. On the Vista machine, I've had nothing but problems with LiveUpdate.
The system gives me the LU1806 error. I follow the online steps and use the run "luall". This fails, giving me the LU9000 error whenever it tries to update, especially the Web Protection updates. Norton techs keep saying it's a corrupted file that occured at install. I've reinstalled the system at least four times (twice the techs did it). Each time the system was fully uninstalled using the Norton removal system and all registry info was deleted. However, the error persists.
Based on past experience with reinstalls, I'm not really interested in reinstalling, for I think there is a solution, but I don't know what it is.

which basically says if you get LU9000, run liveupdate. However, I ignored both these because the version of live update currently with Norton 360 v2 is 3.4.1.234, and the posting refers to version up to 3.2
In fact there is a LU9000 error Norton document specifically for Norton 360 and it is

this basically says run liveupdate again but if problem continues there is a special download tool called Intelligen Updater - maybe this fixes your problem.

I'm using Norton 360 Version 2.3.1.4. I'd display the version of LiveUpdate, but I can't see where to find that. However, the Norton tech installed the latest version of LiveUpdate last night.
I have no other Norton software installed such as WinFax or such. Only 360.
Regarding the SymProtect Tamper Protection, I unchecked that and re-ran LUALL and nothing was different; same problem. The specific errors when trying to update Web Protection Definitions are:
For both Web Protection Definition updates: LU1825: LiveUpdate could not understand how to install this update. You may need to get the latest version of LiveUpdate before you can install this update.
Overall error: LU9000.
When the tech tried it, seeing this error, he installed the latest version of LiveUpdate. He tried to run LUALL again and the system STILL gets this error.

I've tried those steps each time and the problem continues. Also, a Norton tech worked on the computer for two hours last night, following those steps and more. He also tried the Intelligent Updater, installed the latest LiveUpdate system, and everything else you mention here. He then tried to update and the same exact error showed up.
I'm about ready to scrap Norton for a system that will actually work on my Vista machine if this can't be resolved.
You are doing very well. As far as I can see, The Intelligent updater actually forces a liveupdate by downloading the files and simply copying them to the hard drive. I do not think it is possible for the Intelligent updater to fail. Therefore the chances are you actually have the latest updates. Live update ran after Intelligent updater ought therefore to say that no further updates are available.i.e. Live update session is complete.
Clearly this is not happening. However, you now have a new error that you did not previously report. i.e. LU 1825. For this you need to refer to the following

There is a different updater involved here. The PIupdate tool. Please try it... you never know!!
This file, afaik, fixes the Product Inventory so liveupdate knows what is installed and how to update it. This should fix web protection.
Please note at the end when it says "run a tool to start liveupdate" you should click on "Run it now", This loads another autofix and runs Luall.
If you want the version no of Liveupdate (although I dont think this is relevant now) you run luall and whilst it is up, go to options (top left).
To find the version of LUD you have navigate through Program Files / Symantec / LiveUpdate and right mouse click on one of the .exe files and check Properties / Version. There does not seem to be a direct About in LUD .....
When you do check I think you ought to find this one or later from the readme file there and looking at the files I have on my VISTA installation of N360:

MIne are 3.4.1.234 but I've not been into that system for a while so that may not be the absolute latest. I've just checked my NIS 208 in XP and that is 3.4.1.232 .....

In the Live update, I agree there is no easy way to get to version, but in Live Update Express i.e. LUALL, it is in options as I previously said. I also have 3.4.1.234.
Followed the steps and when luall ran, the same exact errors occured.
Also, I have LiveUpdate version 3.4.1.234.
I'm sorry because I have no further suggestions and you must wait for another contributor who hopefully will have another idea.
As I understand it, you have now followed my instructions for LU9000 and LU 1825 specific to Norton 360 and still you get both these errors displayed when you run LUALL.

That's the version number in Properties of nearly all the LiveUpdate files in a group -- all 2/9/2008 which surprised me a little.

Now that we've resolved the meaning of 'group' and the version questions... back to the original problem: I can't update my Web Protection files due to, mostly, error LU9000 and, sometimes, LU1825 (when this one appeared, it also showed 9000).
Every proposed solution has been tried and all failed. So far I'm becoming less and less impressed with Norton 360 v. 2 on my Vista machine.
For the N360 v2 issue, can you send your LiveUpdate log file to NortonCommunity@Symantec.com.

In addition, it would be very helpful if you can provide a history of actions you tool prior to encountering this problem. For example, what other Symantec/Norton products you had installed that you removed or may have been removed by N360 v2.
I updated to N360 v2 and was getting the LiveUpdate 1825 error along with various other LU errors. Norton's tech spent about 15 minutes trying to fix it and finally advised to uninstall and reinstall N360, which I did not do; takes way to long.
I discovered the file Log.LiveUpdate buried several folders deep in the DOCUMENTS AND SETTINGS folder, looked it over for problems and found that LiveUpdate errored when it did not find REGEDIT.EXE in the C:\WINDOWS folder. I have XP sp3 and REGEDIT.EXE is in the C:\WINDOWS\SYSTEM folder. I copied it to C:\WINDOWS, ran LiveUpdate and problem solved.
Well thats interesting. I wish I knew what LU errors you were getting; might help others.
We are aware of log.liveupdate and several users in other related threads have been invited to submit their log for assistance.
I also have XP3 SP3, and my regedit.exe is in at least 4 places. However, not one is in c:\windows\system; one is in c:\windows which is where it should be.
Whilst I cannot say what has happened in your case, I can imagine that some users might run regedit.exe by using Explorer rather than "run" command window. The danger is always that it is possible to pick-up the file and drag it another folder, if one is a little heavy on the mouse and unsure.
However, you make a very good point about inspecting the log, and I shall suggest this elsewhere. Thanks for the posting.

I no longer have my notes, but I remember the errors included LU1806, 1812 and 1825 with the last the most persistent. The problem was that LU would not update the Security Software, specifically the kernel update. (Determined from LUALL in Interactive Mode.)
The actual error message was along he lines of "the remote call procedure failed..."
This started after the update from v1 to v2.
