I also have uninstalled and reinstalled Norton 8.5.7 on my MacBook. The annoying pop up discussed in this thread has disappeared in the past few hours. It looks like the problem is gone! Keep my fingers crossed.
I know some people have tried this and said that it didn't help them, but I did a complete uninstall and reinstall of NS and it solved the issue as far as I can tell. Good luck everyone else!
I was not sure what this annoying message about "allowing" or "blocking" rapportd even meant! I was worried that "allowing" might mean some entity had access to something. I don't know what "rapportd" means! So I blocked over and over and over, in the midst of all my other work. Anxiously awaiting a solution. In the meantime, does "allow" do anything positive for my security?
Also, do the changes in Norton Security have any unintended effects on backups of my MacBook to my Time Capsule. I've been getting some troubling messages there.
And does the Norton Security extend to my desktop (rarely used), my iPad, and my iPhone?

I have this same very annoying problem.
ZC, where did you find the emails? Maybe you can at least publish the source. If everyone sent an email to executives, maybe something would be done. Lately Norton has been doing things that start to be so annoying and irritating that soon I will be looking for a replacement. The one with this message is not the only problem that they refuse to fix. Chatting with their support is a royal waste of time.

Glad to hear that everything is working for you. Unfortunately, Norton is not working well for many of us.
For example, check out these posts from the last week:
"I have been dealing with this issue for 6 months and tried every solution recommended by customer support multiple times. I sent crash logs 7 weeks ago to no avail."
"I gave Norton 8.5.6 a try and not only it didn't solve the problem, but as I also tried to re-enable the Application Blocking feature (which was disabled because it caused several repeated popups in a day), I immediately had to disable it because it fired tens of popups (repeated, once more) in a matter of minutes."
I have also worked with the Norton helpdesk. They ran a special Norton Removal tool. Unfortunately, as soon as Norton is reinstalled the same exact problems return. Norton help desk made note of the issues and promised to investigate. That was over six months ago and three updates. Still nothing has been done!

i did not have the avconferenced and commcenter.I did have the other 2 and mediad. I did remove and reinstall norton myself and that did not work. The guy from the helpdesk did more though than uninstall. And since then, 4 weeks ago, i got the popups once, says allow always and now they have not come up at all, and they came multiple times per day. So I stand by my advice to contact the helpdesk since that worked for me.

Unfortunately, we have been down this route nearly a dozen times now. Norton always returns to asking you for permission for:
- avconferenced (is the daemon that handles all webcam requests on macOS)
- CommCenter (service handling network connectivity on the iPhone, iPad and iPod touch.)
- rapportd (daemon that enables phone call handoff & other communication features between Apple devices.)
- sharingd (daemon that enables AirDrop, Handoff, Instant Hotspot, Shared Computers, and Remote Disc in the Finder.
Yes, you can manually set this items to always allow.
Unfortunately Norton ignores your settings to allow these protocols.

I contacted the help desk here. They helped me remove Norton, ran some removal tool program, I reinstalled it and it came up once, I said allow and this time it never came back.
My suggestion is, call the help desk (I think I used the chat functionality).
I'm also having the same problem with rapportd. I'm also having problems with Norton Secure VPN not working for months now. Norton Really needs to get these basic features fixed ASAP. My subscription is up for renewal in a couple of weeks and i've had norton for many years, but I may need to reconsider if I should renew my subscription.
I don't know if this Thread is still relevant to any of you, but I have (as well) been dealing with this same issue for months now. I was concerned formost because it started happening with my new MacBook. I contacted support, they remotely got onto my computer, "fixed" the issues: Which was the tech deleting the software and then reinstalling it. It worked for about a day and then ... Well here's me on here now frustrated, but more so concerned. Ive done everything that I can think of doing. I feel hopeless ... I almost want to go with a different anti-virus because its worrisome not being able to get an actual answer from the company itself as to why this issue is existent.

I concur with "azdude" (2020-04-16). I have been a Mac user since the late 1987 and a Norton User since Symantec Antivirus for Macintosh (aka SAM). And have been fairly happy with the basic product.
However, for the past couple years, I have gotten those VERY ANNOYING and way-too-frequent pop-ups for Norton Safe Search/Safeweb and Clean). I don't want to use them - EVER. The first time I say NO, it should give me the option to NEVER be prompted again.
The other thing that bothers me is the icon on the Menu Bar. I don't ever use it. It takes up space. Give us the option to remove it from the menu bar. I know where to find the Norton app (in my applications folder, duh) if I need to use it.
BTW, I had the same problem of repeatedly being prompted for access to rapportd, etc., even though I would ALWAYS allow. Completely deinstalling Norton 360, rebooting, and then reinstalling fixed the problem for me.
These problems have been reported for over a year and a half with no resolution from Norton. I have finally decided to cancel my annual subscription renewal. When it expires I will be going to another product.

Norton pops up weekly asking me to enable Firefox and Safari add ons. Friends who use Norton are really ticked about this.

Contacted tech support yesterday, and they walked me through uninstalling and reinstalling Norton. I also updated the apple software on my iphone 8. There was an update waiting I didn't see. Then installed Norton on the iphone and walked through updating the 3 Norton areas there they request to make sure "protected" in all facets. So far, so good. Too early to declare victory.
Immediately following my post above on Feb 26th, I contacted Norton Online chat to try to resolve the problem. I spent 75 minutes going through the issues and problems. The Norton rep took control of my computer. He seemed to be aware of the problem but took a very long time to figure out what to do. He eventually reset all the Norton settings to factory settings which seemed fix the problem. I kept pressing the Norton rep on who/what was trying to access my computer. He finally said it was outside my ecosystem and not internal. I asked why I was getting repeated message - he couldn't explain. I also pressed on why Norton hadn't fixed the problem as this thread is several months old - he told me Norton is aware of the problem and is working to fix it. I kept pressing on when that would be and he started getting a bit testy, and when he couldn't explain why there was constant external devices trying to access my Mac, we agreed to terminate the discussion.
Since then, I have not seen the messages pop up until yesterday, when device 10.0.1.3 tried to access the same files noted above. I did click 'Always Block' and it disappeared and did not reappear. Hopefully Norton will fix the problem soon.
Well, in the process of posting this, I realized something that may help. There's a sub-window in the connection blocking settings. Select each of the "rapportd" and "sharingd" top line applications, and then select "Edit" for each of them. Then click the "Notifications" tab and select "Override global logging settings" and deselect the "log allowed inbound connections" box. I haven't gotten any of the annoying popups in the last few minutes despite picking up my iPhone and copy/pasting with iCloud, etc. (which usually causes it). Let me know if it helps anyone else.
