Cannot activate the product key in my region

HI, 

I have issue when activating my product key to my Norton 360. It is saying that  the product key is not valid in my region. 

I already changed the region in my account setting as france, UK, or USA, but it does not work. 

Can we fix that and share the correct to be able to activate my Norton 360
