I have a similar issue. It started happening two-three days ago, seemingly after Norton 360 updated itself. I assume it updated, because it created a new desktop icon for itself and it tends to do that after large updates.
Anyway, after each reboot Norton is unusable for 20 minutes or so and then starts working normally. The processes seem to be running normally all the time even though the Norton window only shows a spinning wheel. There is nothing related to Norton in my event viewer. I reinstalled Norton 360 (using the remove and reinstall tool) and setup froze when it reached the configuration stage, but worked normally after 15-20 minutes. I’m on Windows 11 Pro with everything fully updated. I’m not using any other VPN or antivirus or anything like that. Maybe the recent Norton update broke something?
I have now uninstalled Norton entirely. Rebooted the system and then re-installed it from my norton account. The same freezing happens when I try to set up the installation.
Everyone: Norton is working on finding the cause of the locking up and spinning circle issues with installs. As soon as we have something someone will be posting with that information when it can be released. There is never a timeframe for that unfortunately.
I have a Norton 360 notification showing that there are issues with the Scans. As I am not able t access any Scan data through the control Panel, is there anything I can do to find what these Scan issues are ?
Um, your user interface is entirely different that mine. More than likely you need to do a removal ONLY with the advanced settings in the removal tool. Reboot. Then manually remove all folders/file named Norton, Symantec and Avast, reboot again. Reinstall your product from your Norton account page. Run live updates manually at least once and reboot again.
with nordvpn uninstalled and following your steps above for the uninstallation and re-installation on norton, I am still seeing my original UI, which freezes up my system.
I have changed the router between the wifi 6 router with openvpn loaded to a london server and the isp router which is picking up the irish server. no change as my system still locks up after uninstalling and re-installing the norton 360.
does it make any difference whether I pick the region as either the Irish or UK region depending on the router I use ?
Has Norton had any input yet or are you working alone ?
My wife’s windows 11 Pro is working fine with no issues with norton or nordvpn. I am running Windows 11 Home.
Oddly enough, opening my UI just a bit ago got me the white screen with the spinning circle issue others are seeing. I believe the issue with that and the one here are co-related. There has to be a bad registry entry that we cannot find causing this. After a minute or so passes the UI does open on its own. Below is the version info I currently have having just ran Live Updates.
I have the Deluxe version and Norton 360 is installed on 4 machines. Used to be 5, but I uninstalled Norton from the PC that had the spinning wheel issue. I’m 99% sure all five machines had the UI Jonathan_Allenby has, but the severe bugs only happened on one of them.
@Jonathan_Allenby@Miljo My best suggestion is, since you both have similar but different issues respectfully. Perform a “Removal Only” with the removal tool, you can do that by selecting the advanced tool in the program.
**NOTE: When you have completed step #6 and restarted, DO NOT reinstall your product just yet. Manually locate and remove ALL FOLDERS named Norton, Avast and Symantec. When that has been done, reboot again. After this reboot, log into your Norton account, download and install your Norton product from there. When it has completed, reboot again whether asked to do so or not. When that reboot completes manually run live updates. ( Your UI should be usable and you should be on the fixed release version 25.9.10453 (build 25.9.10453.953). Please post back your progress.

I have performed a ‘Removal Only’ option which pops up without accessing any ‘Advanced tool’ option.
I have followed all your instructions in the “Note” section above.
I am using an Ashampoo Uninstall Progam to remove all Avast, Norton and Symantec folders / files.
However, I do note that when removing the Norton Browser using this Ashampoo tool, the whirly tool keeps spinning although it say that it has removed the Browser.

So I’ve installed Norton 360 on the PC that had the spinning wheel issue and so far it has been working well. I still have the same UI layout though. Is that normal?
@Miljo My UI is a different layout, although I am not sure why its different from yours. We are both on the same version and build. My version of Windows on this machine is Window 10 Pro 22H2
@Jonathan_Allenby Yes that is ok if you are also wanting to remove the Norton Browser to ensure all Norton products are removed and doing a clean start again.
