This looks to be similar to the problem that I have.  I posted my comments here:

because it seemed to be a good place at the time.  I gave up trying to fix NIS2009 after long exchanges with chat and email Tech Support - all of which went round a loop of uninstall and re-install.  I could never generate an error message to report.  The NIS icon just didn't appear after a reboot and only one example of the Symantec Service Framework was running (I believe that there should be two, as in NIS2008).

Have you tried un-installing then re-installing?

Do you get any Error Messages?

What have you tried yourself?

As I said, I have installed, un-installed, using the normal method and the Norton Removal Tool, and reinstalled half a dozen times:

  • myself, before I contacted Symantec
  • following the advice from the email service (note that that advice is occasionally incorrect, such as you can't install NIS2009 in Safe Mode and the supplied link to the NRT doesn't work)
  • by the chat service using the remote assistance tool.

No success

The chat service also poked around in my Windows Services, apparently looking for what had services had started.  No explanation was given and there was no discernible benefit.

No Error Messages are generated - NIS 2009 just doesn't restart.

The same download, when run on my XP machine, produces a working system - so it's not the download.

This will sound almost like superstitious behavior, but here goes.

Did you have any other Norton products on your computer, especially SystemWorks?

If so, how did you remove them?  If you used the Removal Tool, I would recommend reinstalling the product, then removing it via the ADD/REMOVE in your control panel.  Then, try installing NIS2009.

Good luck.

I am so glad someone else is having the same problem as I am.  Norton loads for me for 2 users, but refuses to load for the 3rd user.  I am using XP and have 2009 Norton.  After almost 4 hours on the phone with a technician last night and at least 6 reboots of my computer, I still have the problem.  I went from Norton 2003 to 2009.  Does anyone have a solution for this yet?  Is my only resolve to uninstall 2009 and install 2008?

Have you tried reinstalling the original 2003 product and then uninstalling it?

And as a last resort, have you searched your computer for Norton or Symantec folders and deleted them?  You will need to search for both hidden and system files on your entire system.

I finally upgraded to NAV 2009 and what I have noticed is that the program icon doesn't always load in the system tray of all account users (Windows XP). Clicking from my Start menu doesn't open the Norton program either when that occurs. It will load on the first user login, but sometimes the 2nd or 3rd won't have it and can't manage it. All accounts are administrators and it isn't specific to any account.

Any suggestions will be appreciated!

I experience it several times before as recently as last night.  Don't know what was the problem.

I read in this forum that Symantec knows about it and will hopefully be fixing this problems together with other bugs in NIS2009.......But do not know when that will be.

Just hopefully be sooner than later, and not wait till another upgrade to fix them.

Thank you

I just had this problem with Norton I.S. 2009 and was able to fix it. At the Norton support page search ā€œstartupā€. There’s a fix listed with some error code. I got no numerical error code, but my 2009 Internet Security would not load on startup or restart. The fix is kind of cumbersome, but all works well now. You have to go into msconfig in the ā€˜run’ panel and change some startup settings, then re-install the Norton product, then reset the startup settings to normal start. All is good in Norton land now. Good luck.  Frank.

Well I spoke (wrote) too soon. After downloading and installing the latest Windows Updates (12-10-2008) and restarting the PC, the Norton IS 2009 didn’t load on startup. This time I did the phone support thing and let their tech uninstall and re-install the program from their end with their web version. She used the Norton uninstall ā€˜everything’ tool first. Now it’s working and I’ve restarted the PC a couple times with no problems. Maybe there’s a conflict with the latest Win updates and NIS 2009.  I’m getting tired of this, it was a 90 minute ordeal on the phone. I couldn’t get any specifics about the problem, language barrier and all. (Support was in Mumbai, India). I’m running WinXP SP3 Media Center Edition on a Compaq Presario 2020NX with a AMD Athlon 64 processor.

Have you checked Help / About to see what version you have? 16.2.0.7 was released today but it is being trickle fed like before so everyone will not get it at the same time.

I got it this afternoon when I ran a LiveUpdate manually and it required a restart. After the restart there was a long long delay with no NIS 2009 icon on the system tray but it did eventually appear.

FWIW

rcas7,

This problem has been documented and solved for me by the very competent Symantec support engineers that are on this forum.

This issue should be completely resolved with the new patch that is being distributed.  If you still have problems after getting the new patch, I suggest you PM OscarL who assisted me.

Gary

Hello all,

The fix for this type of issue will be available in the NIS 16.2 patch. At this time we are releasing it on a limited basis to ensure the stability of the patch, but it will shortly be available for all users. If you have checked the version of Norton you have (Help and Support -> About) and it shows 16.2, but you are still experiencing this problem, please post in this thread.

Thanks!

Will the patch be available in the live update service?

The patch will be available in LiveUpdate very soon. Please watch for an official announcement for when it will be available to everyone.

Oscar,

This thread says it is about NAV 2009 -- I've had that patch for NIS2009; is there a parallel version for NAV2009 with the same number?

I should have mentioned that the patch will apply for both NAV and NIS. So both NAV and NIS will be updated to version 16.2.

Thanks – is there something similar for N360? Someone posted yesterday saying they got the PDF error.

huwyngr,

The PDF error and this error are completely unrelated, and will not be resolved by the patch. The PDF error is more of a false positive detection and will be corrected by updating definitions alone. The patch contains updates for the actual software, and will only be for NAV/NIS 2009.

Thanks for the clarification.
