What I did:

Download the Norton Remove and Reinstall Tool
https://support.norton.com/sp/de/de/home/current/solutions/kb20080710133834EN

Remove norton (not reinstall).

After reboot, wait for windows defender to activate himself.
Go to your my norton page, log in and delete the Norton License for the pc you are using.
On the same page, go to download for this pc.

The new installer looks something like: “norton_360_standard_online_setup”.
If you got this installer, then you will get the new version.

(and then, you got the same build version like avast…)

as test: ran N360 v24.8.x setup over N360 v22.24.x

Note: N360 v24.8.x over-install added Device…so, need to remove License…as per @holdypoldy_112

Edit:
I did not run norton_360_remover.exe
I ran fresh norton_360_setup.exe
My Devices page is now reporting device with 24.8…but, My Backups tab does not offer Back Up this PC?

Backup is now called sync.

Go into individual backup set and turn on auto sync to backup automatically.

this machine with 24.8 has no backup sets

I am on V24.8 also

When I converted my old backup set showed up here. I deleted it online in my Norton account and then went to “manage” and created a new backup set using the sync button.

I have no button that says "backup this PC’ as referenced here in the page you provided.

I set auto sync on in the settings of my backup set and then checked it online in my Norton account. All is working fine for me.

Yes, my backup sets from another machine showed up.

Hmm…so there is no manual way to call backup? like Run Backup with v22?

Well, then when I convert on this machine. Backup will work…but, there’s no Create New Set or Configure…it’s all predefined? meaning What | Where | When is preset/not user DIY?

I upgraded the same way you did by downloading the installer from my online Norton account.

The way to manually run backup is to click the sync button. Of course you must create a backup set first.by clicking on "manage " button.
