bjm_  Thanks again for the reply.  Even though this is not a big deal, really helps just to discuss.  And thanks for the links.
My "Performance Alerting" was and is set to Log Only.  I found that the registry issue messages were legit and are reported in my Norton Security History -- attached image shows 13 registry issues.  For some reason, since Dec 16, Norton is still finding registry issues even after my Windows System File Checker made registry repairs on Dec 17.  I will try running Windows System File Checker again.

Just ran the DISM Tool and then the System File Checker again -- all seems OK, see attached image.  
So I hope Norton does not see any more registry issues.  Not sure if/how how Norton will report these repairs made by Windows.

Sorry, I don't know.  I've not seen your Norton "pop-ups" nor know your machine.
On my machine "Performance Alerting" is set to Log Only.

Maybe, your "Performance Alerting" is set to On.  I don't know. 

On my machine.  Norton "pop-ups" with Special Offer Notifications On were mostly adverts. 
I say mostly because on occasion I do see what I feel is a legit Norton "pop-up"....for example:

I feel Important/Service Notifications are legit/reminders.  Just me.


I know users do not like Important/Service Notifications.

Caveat:  I see fewer Norton marketing/advert "pop-ups" with Special Offer Notifications Off.  I know how to quiet Norton, if needed.  Just me.

Sorry, I don't know.   
Caveat: I want Category 1 notifications.  I want Background Tasks notifications.  I have Special Offer Notifications Off.   I don't see enough Category 3 notifications to be annoyed.  Just me.

I got another advert-notice-pop-up today that claimed my PC was running slow. 
What bothers me is when Norton advertisements purport that my Norton 360 has found something wrong with my PC and that I need another Norton product to fix the problem.  I seriously doubt that my Norton 360 in any way generates these advertisements, but maybe I am wrong and should take the notice-adverts seriously.  Anyway, I did run Windows System File Checker, which found and fully repaired all registry errors (although not telling me how many).  I created a restore point and all seems well -- which was seemingly the case before doing so. 
I just now turned Special Offer Notifications to OFF.   From your review links, this may or may not help.
But I would like to know whether or not any of these Norton pop-ups display actual REAL information about my PC.

With Special Offer Notifications Off.  I see fewer Norton advert pop-ups.
