Do you run Chrome Sync? In fact, I actually use Chrome without an account (default profile)
Did you try clearing Chrome cookies n’ cache…as test? As I said before, every day I cleanup all history and cache information including sites, passwords (I never use this chrome functionality), site configuration, etc.
Can you try sign out Chrome - cycle Chrome - sign in Chrome…as test? It works for half an hour then fails again
Did you try reinstalling Norton Password Manager…as test? Chrome doesn’t have this option. I can uninstall and install again.

Based on the previous answers, what would be the meaning of this?
In my mind…to eliminate your default profile as causal.
Um, is NPM crashing…recent? Did NPM ever run (for you) without crashing?

meaning, you have / have not…removed NPM - cycled Chrome - installed NPM?
but, you run Chrome built-in password manager? Where are your passwords stored without an account?
I had serious problems uninstalling and reinstalling the NPM extension. When I tried to reinstall it, I received the following error: “Could not install package ‘ERROR_SAVING_CATALOG’.”
I decided to completely uninstall Google Chrome and start over.
This also did not solve the problem.
The only thing that did help was renaming the %LocalAppData%\Google\Chrome\User Data\Default directory to %LocalAppData%\Google\Chrome\User Data\Backup_Default and reinstalling the NPM extension again.
Note: Renaming this directory causes the bookmarks bar to be lost, which will need to be copied again from Backup_Default.
Uninstalling Chrome does not always remove your Chrome profile…you must choose to delete your browsing data during the uninstallation process to remove it from your computer. If you are signed into a Google Account and syncing your data, some profile information will remain on Google’s servers. To fully remove profile data from your machine, you must select the option to delete browsing data during Chrome’s uninstallation, or manually delete the Chrome profile folder on your computer’s hard drive.
