This seems to be a persistent problem. I've done done clean installs of Norton, tried turning on the Norton and the Firewall through the Notification Center but nothing works. Got the notifications to disappear for awhile, but the Off notifications soon pop again. First question...is Norton functioning properly, even though Windows 8 says everything is Off? Second question: Can this be fixed? Hopefully, someone,somewhere says Yes.LOL
One user has reported that this was fixed by restarting the computer but he also mentions installing some drivers although I can't think of a reason why drivers should be needed to fix the situation.
Have you tried a restart? Check out that it is a complete shutdown with the power off and then a restart.

Seems I have a similar problem --- Action Center says my firewall & anti-virus are turned off. If I uninstall NIS, the errors go away as the windows protection takes over. Reinstall Norton and the error reappears. Manually trying to turn NIS on does not work. Windows shows both NIS & Defender are OFF. I think that NIS is working fine, it's just not being recognized by Windows. Worked fine with Windows 8 Release Preview.

This is probably A Microsoft Bug. Just like in both Windows Vista & 7, Security/Action Center both recognized Norton Internet Security, yet if you ran a Windows Health Report in either version it didn't recognize it and would say it didn't detect any antivirus protection. This again is most likely a Windows 8 bug that Microsoft won't fix.

Nope, not an MS Bug...
Win-8/32bit Enterprise edition (build 9200), NIS2012 v19.9.0.9 (because I don't trust NIS2013 and refuse to use an online vault), Norton Management v3.2.0.19, and Norton Studio, all installed together here - living happily and harmoniously together, no problems, all working as expected ...

Hello, I have installed Windows 8 Pro now with Antivirus 20.2.0.19, and the same problem appears here. Norton says everything is ok, and the Windows Service Center says that Norton Antivirus is not activated.
Interesting. This problem seems to be intermittent. I have not yet managed to reproduce the failure.
It's a Windows 8 issue. Microsoft obviously doesn't play well with AV's and reporting. Considering the problem is intermittent.
I am on Windows 7 and everything works fine. Windows reports NIS is on and stuff. Another reason why I believe it is Windows 8 and not Norton.

I am using Windows 8 pro RTM for several days and I'm not experiencing any problems, first with NIS 2012 and now with the new NIS 2013 20.2, both versions work properly on my PC.
What I want to point out is that I have installed windows 8 without making any upgrade from any other OS like Win XP / Vista or 7, I have basically installed Windows 8 on a clean hard disk.
I'd like to know if issues occur on the PC where it was made an 'upgrade to the new OS, or if these are found too by those who did a clean install as me.
If issuers are encountered only by people who have done the upgrade of the 'OS, in my opinion issues could be due to Windows 8 as being a new OS that probably has some bugs that Microsoft will have to solve with their usual patch, as made with the previous OS.
Your further comments could be helpful both to Symantec and Microsoft.

I've already mentioned that I've no problems with Windows 8 64 bit Enterprise Eval RTM and NIS 2013 .... but that I don't use the Identity Safe.
I have been having some problems on Windows 7 AND Windows 8 with IE crashing (IE9 & IE 10 respectively). On this MS reports an add-on trying to use system memory incorrectly. On IE9 the only Add-On enabled was the two NIS security ones minus the actual tool bar ....
I disabled those two yesterday and am monitoring to see if I get the crashes or not .... So far so good.

Problem here again. Windows 8 Service Center says, the Norton is not enabled.
I already uninstalled Antivirus with the Norton Uninstaller, and then did a clean install again - no improvement.
BTW I have done a clean install of Windows 8 x64 Pro - I'd be great if that problem 'd be fixed soon - its an uncozy feeling not to know if everything is fine and Norton is or is not seamlessly integrated in Windows 8.

Just had a Windows 7 IE crash again with the same message and I've disabled Google Helper .... leaving Google Toolbar as the only add-on .....
I just upgraded from Win7 (x64) to the newly released Win 8 and I get this same error. I kept all my programs intact when I upgraded.Incl. NIS.
Windows Action Center says my firewall & anti-virus are turned off. But it does recognise that Norton Internet Security is installed on the system. It just says it is turned off.
When I go to fix the error.. Windows asks if I can confirm that I agree Nortons is the correct program to use for this, I click yes, but the status says it is still off and needs fixing.
I ran the Norton's auto update and it said I am up to date.. Restarted PC. (I turn my computer off completly every night)
Hopefully a fix will happen soon as it is unnerving.
Note: Also there is a big deference between the new Windows 8 and the RTM. This error is to so with the new Windows 8 release, and the Windows Action Center says my firewall & anti-virus are turned off
I have installed Windows 8 Pro on two machines - clean installs on both. Also installed Norton Internet Security 2013 as clean installs on both. On one machine Windows recognises NIS and says all is OK. On the other machine the error notification appears and Windows reports Norton as being off and will not let me switch it on. Yet Norton says it is working OK. It looks like a bug in Windows 8 if the combination works on one PC and not on another...!
I wonder when the monthly updates for Windows come out if this issue may be resolved. I bet Windows isn't recognizing Symantec correctly.
Same issue with my NIS 2013 and Win8 Pro. Both the spyware protection and network firewall are listed as being off by the Action Center. Interestingly, the problem had gone away for a day but returned. Unfortunately, since I've been doing a number of installs and updates since Friday, I can't tell if anything I did made the messages go away. Regardless, I expect that an issue like this will be corrected in a patch soon enough and, since NIS is working fine, I can ignore the security messages for the time being.

What I perhaps shall tell here is that I have experienced the error message mainly appears after a cold boot of my system. That means, the system was powered off and is then booted.
When I do a warm boot afterwards (windows settings - reboot) the service center error message does not seem to appear.
I'm running Windows 8 Pro and experiencing the same problem as described by others. Both the firewall and Spyware/unwanted software protection reported as off in the action center.
I also had this problem under Windows 7 Pro. I could run Norton manually and the issue would clear. Not so in Windows 8.
Hoping for a fix soon.
