Sorry. I am running Windows 7 and Comcast NSS. It is actually my brothers computer and he told me his grandson was playing Minecraft and tried to install Winrar and this is when it all started. I can't winrar anywhere on the system so I am assuming that installation failed. I have installed and ran Malwarebytes and then unstalled it. I have uninstalled NSS with the Norton Uninstaller and reinstalled from Comcast, but I am getting the same result. NSS seems to be running, the NSS icon shows in the system tray with a green check mark, I can right click on the icon and run any of the items except Open Norton Security Suite. When I try to do this, even through Start, the GUI comes up for about two or three seconds and then disappears, and will not come up again on subsequent attempts.

More info. A Norton pop up just came up saying "Norton Security Suite has just encountered an error. Error: 3048,3 We are unable to find an automated fix for this issue."

Still more info. I just ran NPE and it found and removed qcb30d7.tmp, but it did not resolve the issue. NSS is version 20.2.0.19

Thanks for the addtional information. As Isaid before I know verylittle about winrar. However, the Norton standard fix for Error 3048,3 includes the NPE - which you already ran - but it also includes updating the defintions as outlined in the above link.
As I understand it you can run LiveUpdates so I am not sure running the Intelligent Updater may help.
Are you related to SoAnoyed who started this thread- just curious as there are alot of similarities?
Please try the following:
Please open Run by pressing windows key + R -> devmgmt.msc -> View Show
Hidden devices -> open Non-Plug and Play Drivers-> Maximize the Screen
If you have a identity safe data back it up ->
Goto Control panel uninstall NSS ->select the second option to
completely uninstall ->restart -> Run Norton Removal Tool -> Restart ->
Goto the screenshot page -> if you find NAVENG, NAVEX15, Norton Antivirus settings manager, starting from Symantec
Data Store to SymEvent (entries starting with Sym) ->right click on them
click uninstall -> For the Restart prompts select no -> Goto Program files
if you find Norton Folder delete it -> Goto Run ->type temp ->Delete all
the files in there -> Run -> %temp% ->delete all ->Now Restart the PC -
>Install NSS ->Run Live Update until you get no updates found
message ->restart PC

I performed all of the above and now, not only did it not solve the issue, it is telling me my service has expired and won't let me start any services.
Sorry, it activated itself, so the services are running, but still can't open the GUI, same issue.
Still curious if you are related to SoAnnoyed and you both are talking about the same system.

Something, not normally needed and may or may not help - but it is one more thing to try:
Rename the symhtmdx.dll file:
1. Start the Norton product, go to settings, and then turn off Norton Product Tamper Protection.
2. Navigate to the following folder: C:\Program Files (x86)\Norton Security Suite\Engine\20..2.0.19
3. Rename symhtmdx.dll to symhtmdx_old.dll
4. Restart the computer.
As far as I know, I am not related to SoAnnoyed, just a bad luck coincidence I guess. I did run the Intelligent Updater, but still no success. How do I start the Norton product to turn off the Tamer Protection when the GUI won't come up?

More info. I was able to run Navw32 from the command prompt and run a full system scan, all it found were some tracking cookies, and the issue remains.
Well duh - I guess that's my blonde moment for the day - I do not knowof a way. However I just followed the path and I got to the .dll and opened Rename - without Tamper Protection off - but not sure it will work.
Did we already check to see if thre were any other security programs running in real time? Something like MBAM Pro or SAS Pro or Spybopt S & D with Tea-timer enabled? Any other AV products (including a trial of Norton) previously insta0lled?
I find it tough to work on 2 or 3 different systems at the same time in the same thread - but we are doing OK I think.

Please follow this path and open uistub.exe - that is the program itself.
C:\Program Files (x86)\Norton Internet Security\Engine64\20.3.1.22\uistub.exe -
It will not let me rename symhtmdx, it keeps saying that I need permission from Administrators to make the change even though I am an Administrator. Also, starting uistub from the command prompt does nothing.
More info. With a clean start I can open the recent history window, which does not show anything of consequence, and it will stay open, but if I start the GUI the history window disappears when the GUI disappears.
In regards to other security programs previously installed - were there any - are there still some? If so which ones and hwo were they removed prior to installing NSS? Even if a paid/trial of Norton was installed it requires removal with the NRT prior to installing NSS.
If you have no other security on the system now, nor did in the past plese follow the instuctions in this Norton Security Suite FAQ from the Comcast Fourm. BTW - by way of explanation - I go by USAF_E-8_RET on the Comcast Forum.
I ran Microsoft Fix-It to make sure that there were no installed, or partially uninstalled security programs and found none. I then uninstalled and reinstalled NSS per the instructions on the Comcast Forum. The issue still remains.

Don't know if I missed something or not - what is this Fix-it that tells you about installed or partially uninstlled seucirty programs? I don't recall ever using it or even hearing about it.
Here is the link for what I ran, it will tell you if there are any partially uninstalled programs and remove them. It also does a bunch of other things besides that.

Thanks for the info mg2112 - I am very cautious of these type of "fix all" programs - as a matter of fact the very first point would stop me from using it - I do not know what it would consider a bad registry key, nor do I know if it would ask me if I desire to remove it or remove it without asking me. I'd have to know a lot more about the way it "fixes/resolves problems. I am curious if there is a security program only partially uninstalled, how this Fix-It would correrct the situation since each (most) security products have their own specialized removal tool to clear out it's own debris.
Sorry If I doubt the ability of the tool, especially since I asked for the link - but IMHO - it is not something I would use without knowing a lot more about how it really works and what I have control over while it is running.
Not sure what the next step is, I have asked Norton about turning Tamper Protection off if no user interface - but have not received a response yet.
