Outlook 365 Send/Receive error when sending emails

I’m using the latest Norton 360 Advanced (version 25.3.9983 (build 25.3.9983.926)).
I’m also using the latest Office 365 (Outlook version 2505 (Build 18623.20208 Click-to-Run).
The error message from Outlook is: “The operation timed out waiting for a response from the sending (SMTP) server. If you continue to receive this message, contact your server administrator or ISP”. The result is that the message sits permanently in the Outbox and is never sent..
Two of my four Windows 11 computers show this error. All Windows 11 computers are at the latest update status.

Here is what I have had to do to allow sent messages to be sent:

  1. Under Antivirus / Email Protection, I have needed to disable “Scan outbound emails (SMTP)”, and
  2. Under Secure VPN / Settings, I have had to exclude Outlook from using the VPN by enabling split tunneling and adding Outlook as an excluded app.

Disabling either of these two workarounds (i.e., returning them back to their default settings) results in the problem returning.

The two workarounds are not adequate solutions as they disable part of the N360 protection I require. They are just temporary, interim steps for now.

I’d appreciate your advice with this issue.

I am experiencing the same issue with same software conflict, THOUGH I have seen no effect from disabling Scan Outbound Emails. Only turning off VPN, when I need to send emails, is effective.

As a work-around, I would add my vote to the other posts for Norton to enable the addition of a VPN-only icon I can add to the tray, facilitating my status awareness and control of the VPN, instead of having to open Norton 360 control panel each time I turn off and on the VPN.
