Possible HTTPS Scanning Issue with Cloudflare-Protected Websites (Wise, Cloudflare, etc.)

Possible HTTPS Scanning Issue with Cloudflare-Protected Websites (Wise, Cloudflare, etc.)

Hi everyone,

I’m posting to see if anyone else has experienced this issue with Norton 360 Deluxe.

For the past few days, I was unable to access certain websites, including (these are few of the websites I’ve been trying to access):

  • Wise

  • Cloudflare

  • Radar.Cloudflare

The pages would either load indefinitely or fail to complete the Cloudflare verification/challenge process. The issue occurred across all browsers on my Windows PC, including Chrome and Edge.

After extensive troubleshooting, I confirmed the following:

  • DNS resolution works correctly (nslookup returns valid IP addresses)

  • Browser cache, DNS cache, and socket pools were cleared

  • Multiple browsers were tested

  • Norton was completely uninstalled and reinstalled

  • The issue persists after reinstalling Norton

The key finding was that the affected websites immediately started working when I disabled HTTPS Scanning under Safe Web.

With HTTPS Scanning enabled:

  • Wise(.)com hangs during loading

  • Cloudflare websites fail to load properly

With HTTPS Scanning disabled:

  • All affected websites load normally

While testing Wise, Chrome’s Developer Console showed the following error:

Failed to execute ‘postMessage’ on ‘DOMWindow’: The target origin provided (‘(https://)challenges(.)cloudflare(.)com/’) does not match the recipient window’s origin (‘(https://)wise(.)com’).

This makes me wonder whether Norton’s HTTPS inspection is interfering with Cloudflare’s challenge/verification process.

For now, my workaround is to leave all other Norton protections enabled (Smart Firewall, Intrusion Prevention, Auto-Protect, etc.) and disable only HTTPS Scanning.

Has anyone else encountered this issue recently? If so, were you able to resolve it without disabling HTTPS Scanning?

Any feedback would be appreciated.

Product & version number: Norton 360 Deluxe

OS details: Windows 11

Hello @Abigail_Ladra
And you’ve run Norton LiveUpdate + Restart (not Shut down) machine?
And you’ve tested with VPN off?

VPN off

I’m having the same issue. Since running a scan and file clean up, I can’t load my Open University site at all unless in incognito mode. Great.

Hi @bjm
Thank you for taking time responding to my post.
To answer you on the ff.:
And you’ve run Norton LiveUpdate + Restart (not Shut down) machine? Yes
And you’ve tested with VPN off? No VPN as it was not part of my bundle. (Another thing I had to deal with them.)

For reference, here is the complete list of troubleshooting steps I performed before isolating the issue to Norton’s HTTPS Scanning feature:

Initial Troubleshooting

  • Internet Options cleanup/reset

  • DNS flush and IP renewal

  • Changed DNS servers to Google DNS

  • Chrome browser cleanup/reset

  • Reset Hosts file to default

  • Full Windows network reset

  • Cleared Chrome DNS host cache

  • Flushed Chrome socket pools

  • Rebooted the system multiple times

Browser Testing

  • Tested in Chrome

  • Tested in other browsers

  • Disabled browser extensions

  • Tested in Incognito mode

Network Testing

  • Verified the issue was affecting only certain websites

  • Compared behavior with other devices on the same network

  • Verified DNS resolution using nslookup

  • Verified hostname resolution using ping

Norton Testing

  • Reviewed Norton Security History

  • Temporarily disabled Safe Web

  • Completely uninstalled Norton and confirmed the affected websites loaded normally

  • Reinstalled Norton and confirmed the issue returned

  • Narrowed the issue down to Safe Web’s HTTPS Scanning feature

@SKadam

Interesting. In my case, the issue persisted even in Incognito mode, which is one of the reasons I ruled out browser extensions and cached browser data early on.

I tested multiple browsers, disabled extensions, and used Incognito mode, but the affected websites still would not load properly. The problem only went away after I disabled HTTPS Scanning under Safe Web.

You may want to check whether your Open University site starts working when HTTPS Scanning is disabled. If it does, that would suggest we’re running into the same underlying issue.

What’s the domain name/address?
https://www.open.ac.uk/ …loads okay my side
https://www.open.edu/openlearn/ …loads okay my side
https://cpage.sfsu.edu/openuniversity …loads okay my side

Exactly! My thoughts too. It was on the product description but I don’t have access.
But, I’m working with an agent with this. Hopefully this will be resolved too.

I finally managed to get it sorted after uninstalling Norton, restarting my device, and clearing the entire cache in my system for the OU websites. Have reinstalled Norton but I won’t be doing any “file cleanups” that it detects. I’ll do it manually from now on

I’ve sorted it now, but it was loading fine on incognito mode, and I could access it fine from my other devices, so I knew it wasn’t an issue with the website. It was something affecting the normal browser access that the file clean up (deleted files) had done, and possibly an extension from Norton that I couldn’t detect. I uninstalled it, restarted the device, cleared the cache for the OU sites, and it finally let me access it (I just had to go through all the “allowing cookies” thing again)

I have been having the issues described here for about a week now. Ran through all the recommended troubleshooting and landed on Safe Web being the culprit. I can add websites to the Exception list, but that list keeps growing each day. Does anyone from Norton monitor this community? I tried to get in touch and have had no response. This has become such a headache that I am looking for alternate providers at this point. Certainly this is not isolated to only a few people?!

Hello @KaraVan
And the issue is HTTPS scanning? with Secure VPN on or off?

We’ll try to call attention. No promises. No timeline.

I haven’t received any feedback for a solution on my concern but what worked for me is disabling HTTPS scanning. Should be under safe web option. You don not have to turn off Safe web at all just that sub function, “ HTTPS Scanning“. I hope that helps you.

Secure VPN is off. Yes, the issue is HTTPS scanning. I was adding nearly every other website to the exception list, so I just turned it off after reading this thread.

I tried contacting first through the form to report a false positive, then tried the app, then one of official support pages. I didn’t try social media. I guess I’ll poke around the site further and maybe find a phone number.

Yes, that helped. Thanks!

Thanks for your help! I got a private message from Selvakumar tagged as an employee with instructions on enabling debug logs and how to submit the issue to the support team. In the meantime, at least I can function with HTTPS scanning turned off. I’ll report back to this thread with any relevant updates. All help has been greatly appreciated!
