Norton plan/product differences are usually about amount of cloud storage and number of devices?
Note:
Norton VPN Ultimate as per support does not include Smart Firewall nor SafeCam.
Norton VPN Ultimate is aimed at user wanting a VPN.
I was looking into VPN Ultimate and it required that I remove Norton 360 to be able to install.
From what I looked into, the emphasis is on the VPN with some of the malware protection found in 360. I did not look further to see just what features those were.
So if you already have 360, I would suggest sticking with that and using the VPN function there.

On the Norton site, Norton VPN Standard (5 devices) have the minimum but VPN Plus ( 5 devices) have the same contain of VPN Standard and security features and VPN Ultimate (10 devices) have the same contain of VPN Plus and security features for children. The great differences is Cloud and devices.
In Norton 360 Ultimate, the feature SaveCam is present.
If the two products Norton 360 Premium and Norton VPN Ultimate have the same VPN in it, I think that I conserve only Norton 360 Premium like peterweb suggest.

Norton VPN also has more available locations - 66 versus Norton 360 VPN’s 29, plus the additional option of choosing cities in Australia (3), Canada (3), France (2), Germany (3), Italy (4), Portugal (2), United Kingdom (5), United States (25).

Your link lists the functionality of the VPN itself, and mine above lists it for Norton VPN Plus and Norton VPN Ultimate, as it pertains to protection. Smart Firewall is not installed by default. It must be additionally installed by the user.

In terms of protection, they are almost identical, Norton 360 just has more fine-tuning.

How do Norton VPN plans provide real-time malware protection* sans Scans nor LiveUpdate?
Using Safe Web as an example, you can see that Norton 360 has more fine-grained settings than Norton VPN.

Virus signatures are automatically updated several times a day.
And the application is automatically updated to the new version.
and real-time malware-protection* detection = Auto-Protect
What about on-demand/scheduled Scans? on-demand File Insight?
Yes, it quarantines files etc. But the user cannot customize the scan.
There is only an option to scan a specific file in the explorer menu.
Smart Scan is declared, but there is no way to run it, like in Norton 360.
