So, Log.Lue File dated 3/26/14 has been removed. I will be doing a full cleaning of NAV Version 20.4.0.40 from my 2010 Milwaukee PC Desktop - Windows 7 64 Bit Sp1 (assuming the above mentioned steps have not addressed this problem), and capture the Log.Lue File from the newly installed NAV 21.1.1 (if this problem persists with NAV 21.1.1).

I'm having a hard time to understand what you mean in that message, so please shed some light.
about troubleshooting is all about eliminating variables and the benefits of negative results in troubleshooting and in research, both of which I have a long experience of in different environments.
By contrast, DD keeps adding variables by tweaking settings for example on Spybot which it has been repeatedly suggested (and not just by me) he should uninstall to eliminate it as a possible cause of the problem.

I'm aware that it is still possible to download earlier versions of NAV, like NAV V20 from earlier discussions on this forum, so in an effort to cover all bases, I would like to consider specifically using Version 21.1.1 if it is available for download.

Let's hope you do not have a very sophisticated Rootkit installed on your systems operating in stealth mode, therefore not detected by NAV heuristics scan and quietly corrupt the NAV defs.

I certainly hope not. The fact that this same, identical problem began happening at about the same time on both of my PCs, located in 2 different geographic locations, used by 2 different people, running 2 different versions of NAV, leads me to believe that this is not virus-related. The chances that sophisticated Rootkitoperating in stealth mode could have infected both PCs at the same time seems inconceivable/unfathomable/unlikely to me.
FYI, these Incremental Norton Smart Virus Definition X64 file installation failures are random, and don't happen every time. In other words, there are times when the Incremental Norton Smart Virus Definition X64 file installs successfully. I'd say that these Incremental Norton Smart Virus Definition X64 file installation failures are happening about 40% of the time.
If there is a sophisticated Rootkit operating in stealth mode, wouldn't it corrupt the NAV defs continuously, causing a 100% Incremental Norton Smart Virus Definition X64 file installation failure rate?
Also FYI, there is no "file-sharing" between the 2 PCs which could have potentially transferred a sophisticated Rootkit from 1 PC to the other.

As I suspected, Spybot S&D is not the cause of this problem, as follows:
Incremental Norton Smart Virus Definition X64 file installation once again failed (via Automatic Live Update -239.26KB). Norton Pulse Updates (481B) installed successfully. Norton Reputation Revocation List (1.87KB) installation also failed alongside the failed Incremental Norton Smart Virus Definition X64 file.
Manual Live Update subsequently downloaded/installed 198.38MB full Norton Smart Virus Definition X64 file and Norton 2013 Reputation Revocation List (2.22KB).
This now makes 2 full (195+MB) Norton Smart Virus Definition X64 file downloads/installations today alone, and 6 full (195+MB) Norton Smart Virus Definition X64 file downloads/installations in the last 7 days on my 2010 Milwaukee PC Desktop - Windows 7 64 Bit Sp1 using NAV Version 20.4.0.40.
