You're right about reading the thread B/F posting here. We are over 60 posts into the thread and it seems to me that there are several concurrent issues in play (some appear inter-related).
It's a big ask to expect anyone to plough through all of the posts ... we're reaching the boundary of diminishing returns.
Moderators / forum colleagues ... how about we dot point any live issues (keeping track of the date they appeared) and put each into their own threads?

I have just installed Nortons Internet Security 2008 and everytime I start up my pc I get a message that Anit Virus and Firewall have been turned off when looking at Nortons program it tells me that the pc is secure with both of these. Can someone plese explain why this is. Thank you for your time.

Thanks Mike for your support and validation we have a problem here.
I have tried all the methods that have been posted but nothing really does correct the problem.
Just to update other on the symptoms:
After a HD problem I reformatted and installed WinXP Home on a clean disk.
Installed the SP updated all the way to SP3.
Then installed Norton Antivirus 2008 and updated softwate as well as definitions with a few reboots as per instruction.
Sometime when Norton was finsihing and deleting the install files the bubble message appeared in the lower right hand corner of the screen. Saying that NAV was "out of date", "firewall down" and that "NAV was not active to protect me".
In reality all these messages were false and we have tried to resolve this with Symantec but no selutions.
FYI.
I have tried a full uninstall using Symantec's uninstraller but still have the same issues.
I have tried this 3 times just be sure and no change.
I also have been on-line with Symantec Support and they just showed me how to disengage MS WinXP Security check and the message does away but now you waill always have a red MS Icon in the lower right hand corner and you will have to do your updates manually.
Now who is going to step up to the mound?

Can you tell me how Symantec Support showed you how to "disengage MS WinXP Security check"?
I have my Windows Security Center disabled and I get automatic updates (just last night I got the massive Windows update) and I do not have a red MS Icon in the System Tray. Admittedly I'm still using XP SP2, but maybe comparing notes on the Security center will help.
Sorry I may have said it wrong. MS showed me how to turn off my automatic updates in the WinXP Secuirty Center which gave me a Red X on Norton Icon in the lower right hand corner of the screen. It is not a solution but a temp work around I guess until someone jumps in with a real solution.

First, REVERSE what MS told you to do with turning off Automatic Updates - you want them on.
Once you have corrected that, try this:
Go to Start > Control Panel > Administrative Tools > Services. Double click “Services” to open it.
Scroll to the bottom third of the page and look for “Security Center”. Double click on it. A new dialogue box describing Security Center will appear.
Click the stop button to stop the service, then look for the dropdown box next to “Startup Type”.
Select “disabled”. Then click “apply” and “okay” out of it. Close all open windows and restart your computer.
See if Norton is happier now. The red MS icon should also be gone now.
What you have just done is to disable the Windows Security Center (sounds scary, but it’s not). All this process does is MONITOR you Firewall, Antivirus protection and Windows Updates. It does NOT turn any of them off. Since Norton is already monitoring these items, why have Windows also monitor them? Sometimes this can cause a conflict. This change will not affect your protection nor will it affect your Automatic Windows Updates. Once done, go to Control Panel > Security Center > Automatic Updates and check that Automatic Updates is on.
If this does not resolve your issue, you can always go back to services and turn on the Security Center if you wish. I have mine disabled.
Well I finially decide to take the big plunge and solve this NAV problem.
I reformatted my HD and installed WinXP Home.
I did not install NAV 2008 until I installed SP2 and everything looked stable.
NAV did show the warning screens for a moment then after updates they vanished and never showed up again.
I'm now 100% installed all my programs and NAV 2008 is being good.
Tough way to correct the problem but it just bugged me to death.

The problem appears to be related to uninstalls and reinstalls of the product, or removing a previous security product prior to installing Norton. There is some unconfirmed information that supports the idea that the removal of security software can corrupt the tables used by the Windows Management Interface to report status.
Can you tell me whether your Vista SP 1 system has ever had another security product on it?

the trail of NIS2007 when I got the comp, which was removed when I got NAV2008. I currently also have SpyBot S&D but not on all the time, just scans. I also have the windows defender, again not on all the time.
I am having the exact same problem. Last night because of this horrid Tropical Storm, the power kept going on and off. It happened so many times that it screwed up something with my comp and it ran a System Restore to fix it. I believe I had to update all of my Norton stuff after the first start up after the system restore. Ever since then I've been getting pop ups when I start up even though the Protection Center says everything is secure and up to date. It really is quite annoying.

The system restore is likely causing a problem with the definition path (this gets updated each time you download new definitions). If that is the case, you should be able to use the tool in this document to recitify that problem and resolve the Auto-Protect error.
Let me know if the problem persists after that.

Ok, I followed those steps. My User Account Control was already off so I skipped to the fix it tool, ran it, and restarted. I’m still getting pop ups saying that my Antivirus and Antispyware are still off.

Okay, we can eliminate the virus path mismatch from the list of suspects. The next step is to ensure that the licensing client itself is not the culprit. That tool is found here.

That also seems to do nothing in regards to my problem.
It is very interesting to see the discussions on this topic, it mainly points out to three areas,
1. Windows security center reports that Norton product has been turned off.
2. Norton product at startup reports that firewall and Antivirus has been turned off.
3.Symantec security check does not detect a Norton product installed in your computer.
1.Windows security center reports that Norton product has been turned off.
When you install a Norton product, the Norton product will disable the Windows security center. Then all the alerts from Windows security center will be conveyed thorugh the Norton product. If the Windows security center still alerts you,that means the service for the Windows security center(let me call it as WSC) is enabled somehow in the services window.
Go ahead,disable the WSC service.Let the alerts come through Norton product.
Let me tell you a work around for this issue.
Remove the Norton product using the Norton removal tool,then start your computer only with Symantec services(Symantec remote assistane service will still be there) and Microsoft services. Then install the Norton product. Change the computer startup to Normal mode. The issue will be resolved.
I am not discusiing the other possible workarounds like WMI/verify repository as it is already discussed and which is not recommended.
Still you can do an EICAR test and make sure that the Norton product is working fine.
2.Norton product at startup reports that firewall and Antivirus has been turned off.
As I said ,the windows security alert comes thorugh the Norton product here.
Workaround.
You can go to the services window and change the Symantec core LC service from manual to Automatic.
Then open the Norton product,Norton product tab>settings>Norton product options> Under Autoprotect check the box "Load Autoprotect during Startup"
Then restart your computer and check .
3.Symantec security check does not detect a Norton product installed in your computer.
In this case,there is nothing to worry, you can perform an EICAR test and make sure that the computer is protected.
I have been following this thread for several days now as I have the same problem. I have tried all of the solutions mentioned here but to no avail.
In my case I have XP Professional SP2. Although I have not installed SP3 I probably have most of the updates that are included in SP3.
This is appearing to be a VERY SERIOUS problem. Are we making any headway into a fix?

Sorry to hear you are having issues. Just FYI, SP2 and SP3 are two different animals. I also am running SP2 and have no problems, so let me see if I can confirm some information.
First, check that you have the most recent version of NIS 2008. Open the main Norton Security Center and click on Help and Support (upper right corner), at the next window click on "About", at the next window click on the Norton Internet Security Tab. The version number is at the top and the latest is: 15.5.0.23
Second, as Vineeth suggested earlier, confirm that your Windows Security Center is turned off. Go to Start > Control Panel > Administrative Tools > Services. Look for an entry called Security Center. It should be listed as stopped and disabled. If it is not, double click on the entry to stop the service and select disabled from the drop down box.
