The app is a C# code I generated with Visual Studio Community. I have other apps I generated with Visual Studio Community that do not have this problem.

Okay…so, I won’t be able to reproduce my side.
I’m thinking you’ll need to create exclusions.
Developers, as I recall, report issues with VisualStudio + v22.
v22 Data Protector was involved.
v24 Ransomware Protection is akin to v22 Data Protector.
Does Ransomware Protection reports related events?

No, I have not clean installed Norton 360 v24. I prefer Norton fix their problems.
