I have Norton with LifeLock installed on my PC. The only issue I have is with Chrome. With a single tab open screen, there are 17 threads running due to Norton. It is costing my 10% of my processor and a Gig of RAM.
If I open more tabs, the memory usage gets worse. More than 3 tabs and Youtube won't play right...
It does the same thing in Opera as well as Firefox though not as bad.
I have a laptop with an i7-8750H CPU, 16G of RAM, Windows 10 (64 bit)

Thanks for the clarification. I saw the words "Norton Password Manager" and didn't realize that was in the title of the video. It certainly makes the point, though, that graphics-intensive tabs can consume a high amount of RAM.

I don't have any Norton add-ons installed in my FF ESR browser, but bjm_'s screenshot <here> of his Google Chrome Task Manager shows over 330 MB (199.024 MB + 130.840 MB) of RAM being used by the Norton Password Manager and Norton Safe Web browser extensions if he browses to Youtube. Do you see something similar, and if so, did you try disabling your Norton extensions as suggested <here> to see if your CPU and RAM consumption drops significantly?
Note: only run Norton Safe Web Extension. 199,024K is Norton video.

Do you have a discrete graphics card (e.g., NVIDIA GeForce, AMD Radeon, etc.), and if so what is the make/model and graphics driver version? When you posted today's screenshot (1,832.9 MB RAM consumed by chrome.exe) were both those open tabs on Youtube.com or some other graphics-intensive site (e.g., online gaming)? It would still be helpful if you could post an actual screenshot of your Google Chrome Task Manager as requested <here> so we can see the memory and CPU footprint of your Norton resources (e.g., Norton Safe Web, Norton Password Manager, etc.), because I'm not entirely certain how you determined that "there are 17 threads running due to Norton".
We aren't discounting that Norton is involved. There was a recent issue reported in this forum where Chrome and Firefox browsers would intermittently freeze - see Grey Wolf's April 2019 thread Loading Circle on Cursor. The Norton v22.17.1.50 product update (rel. 29-Apr-2019) was supposed to fix this problem but some of the later posts in Grey Wolf's thread note that these browser freezes still persist for some Norton users, and Symantec employee Sunil_GA has not responded to users still experiencing this issue. My own Firefox ESR started experiencing intermittent crashes that always have the signature ipseng32.dll | js::HelperThread::handleParseWorkload after Norton's Intrusion Prevention driver IPSEng32.dll was updated to v17.1.0.222 on 15-Apr-2019 (see my latest crash report <here>). And there's always the possibility your problem has something to do with Google recent policy change to begin preventing .DLL injection into Chrome (Mozilla is rolling out a similar policy for Firefox as reported <here>), which has affected the functionality of antivirus anti-exploit modules like Norton's Exploit Prevention - see the discussion in bjm_'s thread Security News.

Have you had any success isolating the cause of your high CPU and RAM consumption by Norton? I don't know if your problems are related, but user jn4fulllife started a thread High CPU yesterday and their symptoms sound similar to yours.
I also found an older thread Norton Password Manager Causing Considerable Slowdown in Chrome from Feb 2019 but Norton employee Matt Powers (user MJP) never posted back with a status update and that thread was locked after 30 days of inactivity without an apparent solution.

Your screenshot resolution is a bit low but it looks like some of the Norton browser extensions (Norton Safe Web, Norton Password Manager, etc.) that are listed in the Norton support article Add the Norton Browser Extensions are enabled. If you disable those extensions in Chrome (Settings | More Tools | Extensions) do you see a significant decrease in your RAM consumption?
The BleepingComputer article How to Open and Use the Google Chrome Task Manager has some good hints for finding how much CPU, RAM and network bandwidth is consumed by your browser extensions and other running processes. It might help if you could post a screenshot of your Google Chrome Task Manager that shows the resource usage of your Norton extensions and/or processes in your browser. The How-To Geek article Why Does Chrome Have So Many Open Processes? has a good overview of how multi-processing works in Chrome and how web apps and plug-ins run in separate processes from the browser itself.
